The after skill delay is less when you're using 0 delay, it's easier to spot on certain skills like for example Heavens Drive on Mage Classes or Heal on Arch Bishop, those skills are easier to spot 0 delay. However you're enemy must NOT be hit while casting a skill because they stop flinching and when they're being hit they can cast those skills a lot faster.

So in order to catch a 0 delayer make sure he's spamming skills really fast with a minimized after skill delay and also make sure he's not being hit.
