Ipseccmd.Exe Windows 7

Microsoft Service Pack 2 for XP includes a command line tool IPseccmd.exe, which can be used to manage IPsec policy and filtering rules. IT pros managing Windows 10 desktops in 2018 might run.
I am getting this error every time I start up my computer. I have a feeling that it is my VPN program which maybe causing this, but unable to isolate the issue. I am seeing the following error message. Can anyone help? Problem signature: Problem Event Name: APPCRASH Application Name: ipseccmd.exe Application Version: 5.1.2600.0 Application Timestamp: 3b7d83f4 Fault Module Name: POLSTORE.DLL!IPSecFreePolMem Fault Module Version: 6.0.6000.16386 Fault Module Timestamp: 4549bdc9 Exception Code: c0000139 Exception Offset: 00008fc7 OS Version: 6.0.6000.2.0.0.256.1 Locale ID: 1033 Additional Information 1: 9d13 Additional Information 2: 1abee00edb3fc1158f9ad6f44f0f6be8 Additional Information 3: 9d13 Additional Information 4: 1abee00edb3fc1158f9ad6f44f0f6be8. Acidized wav files logic. It appears that some application is attempting to use an ipsec configuration tool on the wrong opperating system. My guess is that you're correct that it's your VPN program.
I would contact your vendor. Out of curiosity, which VPN vendor might this be?

Thank you for your response. I am currently trying to run Linksys VPN Client to log into my work computer. I'm just wondering if the router is not Vista ready. If so, is there a workaround to this issue?
